The central theme of the workshop was the question whether, and if so, in which way and to which extent, the drastic political changes which the Byzantine empire experienced in the first decades of the seventh century affected the policies of the emperor Heraclius (610-641) and induced significant new social and cultural developments in the empire. This question has a special importance, since - to quote John Haldon - `historians are still influenced by the idea that the reign of Heraclius marks the beginnings of something qualitatively different from what went before'.
